Panasonic Toughbook Mouse Jumping: How to Fix Erratic Cursor on CF-19, CF-31, CF-33, CF-53

If your Panasonic Toughbook cursor is jumping around the screen, clicking randomly, or moving erratically (even with an external USB mouse), the cause is likely a GPS module conflict. Windows is mistakenly reading the internal GPS as a serial mouse input.
This is a known issue across Toughbook models including the CF-19, CF-31, CF-33, and CF-53. The fix takes about 5 minutes and involves disabling the GPS module in BIOS or Device Manager.

What Causes It?

Windows detects the Ublox-based dedicated GPS module connected via a serial port and incorrectly identifies it as a Microsoft Serial Mouse. This leads to extreme input confusion, where the cursor jumps, shakes, or is completely unusable.

Can it be fixed?

Yes, either by disabling the GPS entirely or applying a hotfix.

Fix: Disable GPS in BIOS and Apply GPS Hotfix

Step 1: Disable the GPS in BIOS

  • Power on your Toughbook and press F2 to enter the BIOS setup.
  • Navigate to: Advanced > Serial
  • Locate the GPS setting and change it from Auto to Off.
  • Save and exit BIOS
  • This will stop Windows from detecting the GPS module as a serial mouse.

Step 2 (Optional): Apply the Panasonic GPS Hotfix

  • If you need to use the GPS functionality later, follow these steps:
  • Boot into Windows with GPS disabled.
  • Visit Panasonic’s official support page for your model. The driver page can be found here: https://global-pc-support.connect.panasonic.com/driver
  • Download and install the GPS Registry Patch.
  • Once installed, reboot into BIOS and re-enable the GPS.
  • Boot back into Windows — the hotfix should now prevent misidentification.

Tip: If you don’t plan on using GPS, you can leave it disabled permanently with no impact on system functionality.
